Public Hearing Agenda

This ordinance authorizes the City of Norfolk to take on financing of $26,000,000 for funding lead water service line inventory and replacement. The financing includes a $10,400,000 forgiveness loan, which functions like grant funds, as well as $15,600,00 via a 20-year loan with a 1% interest rate. 

This ordinance amends the zoning definitions and standards for shipping containers.The amendments would permit shipping containers for permanent storage in the C-C (Community Commercial) and C-R (Regional Commercial) districts, with limits.

This ordinance would amend the process by which substandard lots (typically ones that are too small) can be approved for the housing construction. The new process would send these requests to the City Planning Commission and the City Council via Conditional Use Permit process. This only applies to the creation of single-family dwellings in a single-family zoning district. 

This ordinance would amend the site plan review process for single-family housing developments. The threshold for requiring site plan review for single-family homes will be exceeding 2,500 square feet of land disturbance. The ordinance additionally creates a specific single-family home plan review process. 

This ordinance would make two amendments to the zoning ordinance. The first would remove the requirement for a variance for existing structures that are being substantially improved by staying within the existing building envelope. The second would allow the Zoning Administrator to approve deviations of up to 30% for some rear and side setbacks. 

This ordinance would rezone the property at 1420-1424 McNeal Avenue from SF-6 (Single Family 6) to Conditional C-C (Community –Commercial) to allow the operation of a nursing home providing residential substance abuse treatments to residents.

This ordinance would allow Legrand Kitchen, at 4226 Granby Street, to add outdoor dining with the sale of alcoholic beverages for on- and off-site consumption.

This ordinance would allow Goodwill of Central and Coastal Virginia, Inc. to conduct used merchandise Sales at 5900 East Virginia Beach Blvd, Suites 7 & 8. 

This ordinance would allow the operation of a short-term rental unit at 8432 Radnor Road.

This ordinance would allow the operation of a short-term rental unit 1322 East Ocean View Avenue. 

C-5 (Withdrawn) 

This ordinance would allow the operation of a restaurant with live entertainment and the sale of alcoholic beverages for both on-premises and off-premises consumption at 255 Granby Street (“Soulivia’s Restaurant).  

This ordinance would allow the refund of overpaid taxes to Heidelberg Materials US Cement LLC. 

This would extend City of Norfolk employee holiday benefits to the employees of the Constitutional Officers. 

Regular Agenda

This ordinance would approve a second lease agreement between 1155 Pineridge, LLC, as Landlord, and the City of Norfolk, as tenant, for 42,000 square feet of office space and 49 parking spaces at 1155 Pineridge Road

This ordinance would accept grant funds of $3,605,462 from Virginia Department of Criminal Justice Services for the Safer Communities Program, as well as, update the approved budget accordingly and authorize the use of these funds. 

This ordinance would accept grant funds of $113,753 from Virginia Department of Criminal Justice Services for the Operation Ceasefire Grant Program, as well as, update the approved budget accordingly and authorize the use of these funds. 

This ordinance would accept grant funds of $1,219,758 from Virginia Department of Fire Programs for the  Fire Rescue Aid to Localities Program, as well as update the approved budget accordingly and authorize the use of these funds. 

This ordinance would accept grant funds of $8,000 from Virginia Department of Behavioral Health and Developmental Services for the  Norfolk Community Services Board to provide the MH STEP-VA Peer Support Services Program, as well as update the approved budget accordingly and authorize the use of these funds. 

This ordinance would allow the City to enter into a grant agreement with the Commonwealth of Virginia Acting through the Virginia Resources Authority as Administrator of the Virginia Community Flood Preparedness Fund in conjunction with the Virginia Department of Conservation and Recreation, for the East Ocean View Community Center Shoreline Project.

This ordinance would allow the City to enter into a grant agreement with the Commonwealth of Virginia Acting through the Virginia Resources Authority as Administrator of the Virginia Community Flood Preparedness Fund in conjunction with the Virginia Department of Conservation and Recreation, for the  Steamboat Creek Living Shoreline Project. 

This ordinance would allow the City to enter into a grant agreement with the Commonwealth of Virginia Acting through the Virginia Resources Authority as Administrator of the Virginia Community Flood Preparedness Fund in conjunction with the Virginia Department of Conservation and Recreation, for the  Grandy Village Living Shoreline Project. 

This ordinance would accept grant funds of $10,000,000 from the Virginia Department of Conservation and Recreation, under its Outdoor Legacy Partnership Program for the St. Paul’s Blue Greenway project. The grant funds are matched by $10,123,297.09 in City expenditures. The ordinance would also approve a project agreement with the grantor and authorize deed restrictions necessary under the grant restrictions. 

This ordinance would approve the acquisition of several real estate parcels via deed of gift and authorize up to $5,000 in transactional costs. The properties are located at 266 Lavalette Avenue, 276 Lavalette Avenue, 3817 Beach Avenue and 3819 Beach Avenue. 

More Context:

The lots are not buildable and in wetlands near the Lafayette Park. 

This ordinance would allow the operation of a short-term rental unit at 1405 Longwood Drive.

More Context:
The Civic League submitted an email indicating no issues or concerns.
Two emails of concern/opposition were received by nearby property owners.

This ordinance would authorize the acquisition of property in the City of Suffolk as part of the Commonwealth Railway project. This acquisition would enable the relocation of a raw water main owned by the City of Norfolk. 

This ordinance would add a new section to the Norfolk City Code that will make it a traffic infraction punishable by a fine of $250 for blocking vehicular or pedestrian traffic in an intersection.
